The International Code for Ships Operating in Polar Waters (Polar Code) was adopted by the IMO and entered into force on 1 January 2017. It added public interest to the Arctic region, which has been growing steadily mainly due to political and commercial reasons. The Russian Federation is one of the most experienced States as far as Arctic shipping is concerned. It not only possesses the most powerful icebreaking fleet around, but has also enacted a wide array of modern rules of navigation for the ice-covered waters based on an experience well rooted in history. The impact of the Polar Code on those rules, on the one hand, and Russian compliance with the the United Nations Convention on the Law of the Sea, on the other hand, constitute the main issues addressed by the present contribution.
